The Gorchakov Fund at Eurasia Global: About public diplomacy and propaganda

What should be the ratio between official and public diplomacy? Can soft power have negative consequences? Can propaganda become a tool of public diplomacy? Participants of International Youth Forum "Eurasia Global" discussed these and other issues during a session organized by the Gorchakov Fund. The fund is hosting panel sessions on strategic issues of the global agenda during the forum which is taking place in Orenburg on September 2-8.

Today, on September 3, the ambitious agenda of the forum has been opened by expert discussion "Public diplomacy – propaganda: what is more beneficial to use?"  Dr. Marina Lebedeva, Professor of MGIMO University, told the audience about history of the concept of "public diplomacy":

"Public diplomacy emerged in the US in the 1960s as an "alternative" to the Soviet propaganda, and this is were contraposition of these concepts comes from. Public diplomacy represents influence exerted by a government on societies of other countries. There is also the second channel – non-governmental which is implemented by non-governmental actors, however their policy cannot go against the policy of the state", explained the expert.

The discussion was continued by Andery Gorbunov, Projects Director of the Gorchakov Fund, who spoke about approaches to activities management in the area of public diplomacy.

During the second half of the day, the Gorchakov Fund hosted a master class on preparation for project defense taught by Alla Grigoryeva, business coach and business communications expert. The participants will be able to apply skills acquired during the master class already tomorrow when defending their own ideas on development of international cooperation in front of the expert commission of the Gorchakov Fund. Attendees of the forum from Kazakhstan, Indonesia, Moldova, Uzbekistan, Iran, Serbia, Turkmenistan and other countires are ready to present their projects. The Gorchakov Fund will award grants to the winners in the amounts of 200 000, 300 000 and 500 000 rubles.

International forum "Eurasia Global" provides a platform for a practice-oriented dialogue of young representatives from Russia and other countries. The forum is taking place for the the sixth time and has brought together over 4000 young leaders from all over the world during the history of its existence. Organizers of the forum are the Federal Agency for Youth Affairs (Rosmolodezh), the Government of the Orenburg region, and the International Youth Center.
