Fyodor Lukyanov: “Amazing transformations are awaiting the world”. The XV Diplomatic Seminar opened in Moscow

On October 27, the XV Diplomatic Seminar – one of the oldest and most popular research and educational programs of the Gorchakov Fund – opened in Moscow.

Participants from over ten CIS and non-CIS countries were welcomed by Deputy Executive Director of the Gorchakov Fund Daria Lobanova. She told the attendees how the Diplomatic Seminar had started and how its geography had been expanding. She mentioned difficulties, which the organizers had faced in 2020. “Despite the pandemic and travel restrictions between the countries, the Gorchakov Fund made a decision to organize the event online and dedicate it to the 75th anniversary of the Victory”, emphasized Daria Lobanova. According to her, that topic will be present in all sessions and presentations. The participants of the workshop will discuss how the world has been changing over the past 75 years.

Editor-in-chief of Russia in Global Affairs, Chairman of the Presidium of the Council on Foreign and Defense Policy Fyodor Lukyanov discussed key moments of the recent changes in his lecture. He believes that the year 2020 has provided us with new opportunities and new technologies.

According to the political scientist, initially the pandemic was perceived as a shock. It seemed that the world had stopped functioning. “Something unimaginable happened. It seemed that mobility, global communications could not be stopped. However, it turned out that everything could be stopped in a blink of an eye”, said Fyodor Lukyanov.

He called conversations about the need to introduce full restrictions in spring useless. He believes that the authorities respond in a way, which seems the most appropriate to them at the moment.

“The lesson has not ended, we have just been accepted into that school”, stated the expert.

He acknowledged that in spring there was an impression that everything had collapsed, but the changes had turned out not to be devastating. “Another” time has come, but it is not like the past. The political agenda has not changed much. Everything, more or less, is according to the usual schemes.

“The year 2020 has become a catalyst of the processes, which were developing earlier, but now have received a strong impulse. As a result of those processes, the world will become different very soon”, believes Fyodor Lukyanov. “The pandemic has not created anything new, but has enhanced what existed before”, he added.

According to the speaker, the people’s conscience is adapting to the new situation. There is a feeling that nothing has collapsed. This being said, we can observe that world is slowly accepting the fact that there will be no return to the previous global model. The scale of restructuring of the international system is such that hopes of return to the old world make no sense.

“It is not a crash, but an irreversible transformation”, explained the political scientist.
