Konstantin Kosachev: Nuclear non-proliferation – is there space for parliamentary diplomacy?

After a month of hard work, the 9th Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) completed its work. For this first time in the past five years 162 states-parties to the Treaty and 115 intergovernmental and non-governmental organizations, represented by observers, gathered together in New York, writes Konstantin Kosachev, Head of the Committee on International Affairs of the Federation Council, a member of the Management Board of the Alexander Gorchakov Public Diplomacy Fund, in his blog on the website of the Federation Council.
